California's population is the largest in the United States, and its court system serves some 34 million people of diverse racial, ethnic and even language backgrounds.
California Supreme Court
The chief court in the state is the California Supreme Court. The court consists of a chief justice and six associate justices, appointed by the governor to serve 12-year terms. New justices are subject to a retention vote by the public at the next general election following their appointment. Sometimes the voters do reject appointees, removing Chief Justice Rose Byrd and associates Cruz Reynoso and Joseph Grodin in 1986, largely over their opposition to the death penalty.
The seven members of the court sit as a whole to hear cases. When there is a vacancy on the court or if a justice has recused himself from a case, justices from the California Courts of Appeal are appointed on a rotating basis to fill the void for individual cases.
Present Chief Justice Ronald M. George was appointed by Gov. Pete Wilson on March 28, 1991. He was confirmed by the Commission on Judicial Appointments on May 1 of that year and took his oath of office the same day.
The court is headquartered in San Francisco, but routinely conducts business at satellite locations in Los Angeles and Sacramento. Its decisions are binding on all other state courts.

California Courts of Appeal
In 1905, the first nine justices of the California Courts of Appeal were appointed to serve three appellate districts in San Francisco (1st District), Los Angeles (2nd) and Sacramento (3rd). Today, the state Courts of Appeal comprise 105 justices working courtrooms in six districts, which now also include San Diego, Riverside and Santa Ana (all 4th District), Fresno (5th) and San Jose (6th).
The Courts of Appeal are California's intermediate courts of review. Justices are entrusted with the responsibility to ensure that the law has been interpreted and applied consistently and uniformly in cases heard by lower courts. The Courts of Appeal have appellate jurisdiction in cases where superior courts had original jurisdiction, and in certain other cases as prescribed by state statute.
